I feel sorry for those who like playing Ironborn (like me). No more ship management. Everyone can sail. Good luck on your war against the Seven Kingdoms, who now has an infinite amount of ships that can just go across from wherever they may feel like (as long as it's coastal). The fact that approximately three Houses in Westeros (outside the Iron Islands) have access to meaningful fleets is kind important to the dynamics of the Kingdoms and how the story plays out. I hope the mod team finds a workaround...

Looking forward for the AGOT mod for CK3!! Really enjoy the CK2 mod, and having lots of fun in CK3 base-game so far.

Modifiers could likely be included for the non-naval regions/kingdoms, adding on some negative modifiers to combat the iron fleet, same with the iron fleet possibly having a few modifiers too

Maybe they could just make ocean unaccessible for everyone, but give certain counties a building/modifier that allow embarking from that county (if you own it). Or restrict embarking to certain cultures. (Ironborn, Former Southron, Kingslander, Arbor) I dont know, I dont know anything about modding. Just thinking out loud (in a sense). Can always hope they bring ships back in a future expansion.

One way I think the Ironborn could maybe solved (havnt look to see if this is mod able or not in ck3) would be to make disembarking free for Ironborn and pretty expensive for most everyone else. Also remove the penalty of disembarking when it leads to a fight for the Ironborn

If the ironborn attack me, I couldn't retaliate. The most basic option to solve for "problem" would be increase the base embarking cost and and give the ironborn culture a cost reduction for embarking (like the norse have in vanilla), make historical buildings for certain hubs, etc. But that would change the game too much since to use boats would have to blob.

I am sorry to disagree, but the way ships work right now is MUCH better in most aspects of the game. The most important of them is how the AI handle it. It makes much easier for them to handle wars.
And is also reallistic. Every freaking one can have boats to at least transport units if you invest money on it.
And this is not only in the real world but also in westeros.
The Crownlands hadit. The Stormlands, The Reach, even the Westerlands prior to the war against Greyjoy.
For many time periods, the North and the Vale also had it. Till the point some Stark decided to burn it.
And why they dont have it now? Because makes no sense for them to spend money on it.
The ones who have are the ones who trully need it, like the Reach to export their massive crops production, the Greyjoys for raiding and the Iron Throne for defensive porpuses. (The Shield of the Seven Kingdoms right?
But IF any kingdom desire, should be no secret to create a fleet. AT LEAST a transport fleet. Even House Manderly alone has built a fleet since the start of the most recent Civil War.
And I am sorry but...yeah, the Ironborns shouldnt have any chance againt the entire (or majority) of the Seven Kingdoms. Doenst make any sense. And even in the books we can see that they doenst stand a chance.
The things we players did on CK2 AGOT Mod as Ironborn to win the wars are complete nonsense exploiting this mechanic, where the AI would be desembarking few troops at time that we could easilly be crushing before they can unite on the Islands.
But hey, I am not here only to be against this idea, I have an idea at least.
While I support the current way ships works, I also think it could be improved with some naval combat.
And while ships just for transport would appear automatically, the ships trully made for combat would have to be built up like a regiment. And here the Ironborn could get some juice bonuses, for naval combat, desembarking bonuses, etc.
But...hey, even then, against all Westeros united the Iron Isles shouldnt win. Trying to be a Balon Greyjoy is just stupid for many reasons, even the characters on the book acknowledges that.

Sure, any of the Seven Kingdoms could scrape together a fleet, but the scarcity of ships—unrealistic though it may be—is a regular plot point, especially after the Battle of the Blackwater. It was possible to transport armies across the seas, but requires either one of the few major fleets in Westeros or significant effort to construct/improvise a decent fleet of their own. Now, I wouldn't mind this being one of the things that is important in the books but left out of the mod for simplicity/technical reasons. (For instance, there were some pivotal examples of naval combat in the books which would be impossible to translate into Crusader Kings, because their ships are merely accessories to violence.) It would suck for the Greyjoys to lose the one thing their House is good at, or at least lose most of their edge, but I can accept that. It does, however, bug me more than it should when people point to examples of Houses that can pull together a few galleys while ignoring the times when kings and lords were worried about whether they can find enough ships to [X].

Trying to be a Balon Greyjoy is just stupid for many reasons, even the characters on the book acknowledges that. You actually think that having no ships is a good thing? Do you think that having the Africans sail to Europe to conquer Sardinia and Corsica, and eventually the entirety of Italy and Sicily is "realistic"? Not saying that it could have happened in real life, because it was impossible, but in the game, you could technically do that. If you have played Princes of Darkness (which already had a CK3 port like 2 hours or something after release), do you think that it is more realistic that a faction that should be stuck fighting a civil war in Bretannia (Mithras and his Baronies of Avalon) sails down to France and eventually to the region near Constantinople to conquer? Also your point of everyone can have boats with enough money is not a very good argument. Just because you have a shit ton of gold does not equate to abilities to rent ships. If you were to be landlocked, you shouldn't be able to easily procure ships, not even with a vast amount of cash. That's why it was an investment to build ships in CK2. Do you think that your neighbors (or merchants) will just let you take their ships for some cash? Are they just waiting on the docks for the arrival of the promised army to sail, and not doing business like they should? The Crown, the Lannisters, and the Redwynes (I doubt that the Baratheons had ships because of their location, I think it was just the Estermonts) had fleets of ships. That they invested on. The Starks, on the other hand, just gave up because of a certain "tragedy". Do you think that the Starks should be able to raise a fleet enough for 20,000 men to take them wherever, whenever? Is that realistic for you? The purpose of the Manderly fleet isn't for sailing down towards King's Landing (or at least it is arguable). And it wasn't exactly a fleet that could rival the Iron Fleet or the Royal Fleet (or any fleet, for that matter). The main purpose would probably be transporting Northerners through the White Knife. The Greyjoys also aren't supposed to win an 8v1 fight against the Seven Kingdoms. But what made it more difficult for the Seven Kingdoms was the lack of a large operational fleet, because Euron burnt the Lannisters' fleet. Some of the hype about Stannis' strategic prowess is about how he managed to beat Victarion Greyjoy at a sea battle, which the Greyjoys should have won, because of their naval advantage. If you remove the naval management aspects from CK2, then it just becomes the Lannister Army going down to wherever the nearest rally point is, embarking on non-existing ships, and raping the Islanders. And that is after their fleet got burnt. Claiming the CK2 naval system to be too much micromanagement is an acceptable excuse to remove it, but not "realism", because ships don't just get conjured from Davy Jones' Locker. You need more than gold. You need time and patience to have a fleet.

Question: is there a Discord these days? I'd love to join it! I'd be super-happy to work on the religion coding/setup As for workarounds for the naval/fleet thing, three immediate ideas: 1) Make embarking super-expensive for nations/cultures/faiths that don't historically have navies and hope the AI won't bankrupt itself embarking. 2) Give the naval folks the combat perks that let them avoid crossing/fording penalties and lower their recently disembarked penalty. 3) reduce others' naval speeds significantly Or maybe some combination of those things?

Thanks for the AGOT for the CK2, just registered to write this comment here... I am a 3D CG artist and can help you with 3D models and do some animations too for the CK3 AGOT mod. I did some minor modding for CK2 for myself, but i dont have a lot of time, so will be glad to help with the things i know how to do and do for my portfolio anyway.
