If you are going to have House Hollard with a province then after the Defiance of Duskendale aftermath it should be a complete ruin with an option to rebuild.
The game currently gives it to House Rykker.
A Feast for Crows, Chapter 9, Brienne II.
"The lands and incomes of Duskendale were granted to House Rykker, while the lands of House Hollard were taken away, their villages burned, and their castle torn down"
Brienne sees the ruins of a Hollard castle, and thinks Dontos may have been born there.
