The Jade Dragon DLC seems like it might be a decent platform to handle off map adventures
Instead of kowtowing to the emperor you can go exploring unexplored regions or local forest/jungles/mountains depending on the region
Instead of "grace" from an emperor you get "support" that you can spend to bring rare treasures back from these unexplored and or highly dangerous regions or perhaps bring back adventurers/brides from distant lands like wildlings, grey clansmen, asshai, etc.
Some interactions have a chance of failure in the dlc and result in invasions so maybe if you fail you trigger an invasion of either grey clansmen/brindled men/white walkers/wildlings/old ones, whatever works and is easy to set up.
I'm sure there are other things that could be worked into it but these were the first things to come to mind.
I realize a lot of events like these are already in the mod but I was wondering if this would be a way to bring more content to all regions as there are many regions that have little to no events like those mentioned above.

I like this idea. It's an interesting way of looking at the problem without having all the issues of dealing with off map powers.
Basically, I would have each of the decisions launch an event chain.
The real question is what to do with things like China's policy (Like what does a "Golden Age" mean for adventuring) and how you gain support.
I like the idea of using it to fill your court with interesting exotic courtiers characters. It would also give smaller lords something to do.

So I gave it more thought and decided that there's a lot of stuff that we can do with this.
"Grace" has been replaced with "Support" (I might rename it readiness)
Status (Rumors) I think we can use status to sort of determine "The way the winds blowing" as far as rummors about certain adventuring areas are blowing. Ideas for areas: 1. Forgotten Ruins in Westeros: 2. Valyrian Sea 3. Rhoynar River 4. Battlefields of Old Ghis. 6. Jungles of Yi-Ti 7. The Shadowlands 9. The Courts of the Free Cities.
There's a ton of other locations we can use, of course but the idea is that it determines which of the various boon event chains you end up going down on.
Policy: Idk what to do with this. Maybe how dangerous the expidition is, which can tie into certain events on the expiditions themselves. We might not even have to include this at all.
If it does represent danger though, I think the best stuff should only be available in high-danger Policies.
Gaining Support:
+ Research rumors: an event chain that will randomly result in you gaining some support, on failiure the rummors prove to be unrleliable and you loose some support. + Prepare Expidition Force: You improve your expidition force by paying gold. This includes things like renting ships, hiring mercenaries/body-guards, buying treasure maps. On failiure you loose money but no support. + Send Exploratory Expidition: You assign a courtier to "lead" an exploritory expidition (along with some funds) in the area. On success, you gain a great ammount of support, but failiure is riskier. On the lowest level, the courtier never comes back. At the highest level, he comes back as an adventurer (not necessarily on your lands). You could have a lot of fun with "Failure" in this action
Boons: At this level, you personally lead the expidition. You spend support + Search for artifact: Causes an event chain that may result in you getting an artifact. This includes Valyrian Steel swords/dragon eggs. + Seek to expand court: Launches an event chain that results in exotic courtiers from the area. This may result in skilled councilors, military leaders, or maybe even a bride for you/you children or something. + Seek supporters: (only availible in certain areas). This gives you event troops or something like that. + Seek trade treaty: (Only availible with Bussiness focus): Grants a profitable trade treaty that increases your income.
Obviously, these aren't the only things we can use boons for. Just a few Ideas

I love this idea. It's hard to imagine at first, but it may work!
I'm with Ptlans and pyrusmole on this one. Great ideas and suggestions!

I'm thinking instead of unrest/stable/goldenage places could have either states like; West of Westeros - Calm Seas/Wild Waters/Strange Tides Old Valyria - Quiet Fires/Raging Volcanoes/Spreading Doom Beyond The Wall - Summer/Wildling Unrest/Winter is Coming Sothoroyos - Tranquil/Brindlemen Activity/Angry Gods East of Yi Ti - Quiet Wastes/Strange Rumors/Lion's Night Asshai - Still Shadows/Unquiet Night/Shadow of Stygai I agree that event chains could/should be triggered this way as it might also clear up the intrigue tab a bit. (Not that its current state bothers me really)
