According to The Sons of the Dragon & The World of Ice & Fire Quenton Qoherys was the master-at-arms of Dragonstone for King Aegon I Targaryen. Sort of explains why he was given such a rich reward.

Currently he's hanging out and working for the Celtigars at the early start.

The command to set an employer for a landless character hasn't worked properly since 2.8. This is what was causing much of the weirdness with Dany's courtiers like Missandei and Belwas. We've fixed most of them with a work around but obviously Quentin here was missed.
