It should not be a du jure empire but the area should continue to stay de jure Valyria.
1. Three Daughters is exonym. It comes from them all still being de jure lands of Valyria
2. The endonym was the Triarchy as it was just an alliance between the three city-states not a actual true union of the three.
3. It only lasted 34 years. Hardly long enough to consider it de jure anything to any generation of people.
4. In the books this alliance is a footnote while they are still all considered the daughters of Valyria.
5. The Tiger faction of Volantis will still consider this area de jure Valyria and would still try to conquers it. They should have the CB to do so if New Valyria is formed.
6. This alliance was weak. It should not have de jure mechanics helping keep it together. First sign of trouble it should easily break up just like in the books.
7. After it's broken up you don't hear anyone using it's prior existence as de jure reason in any attempt to reform it.
