My priests get the ambition to marry, but they can't, should that be happening?

Depends on the religion and if it is a priest. Not all religions bar priests from getting married, and simply having a religious education does not make you a priest.
The objective is properly blocked for anyone who does not have the can_marry_trigger which includes maesters, silent sisters, graces, red priests etc.

What about Stormsingers? I mean the holders of Valyrian temples not the councillors, I think they are prohibited to marry and have the ambition, I was going to report this some time ago but forgot.

In game, Stormsingers are allowed to marry. They are also allowed to inherit after all.
I checked my current game and for those religions where priests should NOT be allowed to marry the can_marry_trigger is only not blocked for priests who do not get a special trait, meaning the Black Goat priests of Qohor only. All others are blocked by their traits: Septons, Drowned Men, Red Priests, Bearded Priests, Warlocks, Green Graces, Shadowbinders, and Priests of Love.

These are Old Gods characters who are actually serving as Priest on the Council. I am unable to arrange marriage for them as their ruler, but they still get the ambition. All my reports thus far are from one game as House Reed starting from the Crowned Stag bookmark.
