It seems to me there are two distinct ways to acquire books (besides inheriting them or stealing them during sieges), both while running the scholarship WoL focus: either by using the "compose a book" decision or by buying them from a merchant. I'll address these 2 features separately.
Composing a book:
At the moment, the same book can be authored by several successive rulers and thus one can have the same book several times (and stack modifiers).
Here are my suggestions:
Buying from merchant:
It seems there is currently a hard-coded limit of 6 books. While I understand capping the requirements for consistency sake, the books which can be bought do not seem to provide great bonuses (a bit of prestige, a bit of relationships enhancements, and sometimes a tiny learning bonus IIRC).
I suggest either removing this 6 books hard-coded limit altogether or making it dependent on the ruler learning skill, e.g. max books = ruler learning skill.

- "Composed Books" work in sets of various qualities. Quality impacts the strength of the bonus (perhaps, preferably, in an exponential fashion)
- One can not compose a book one already has
- When acquiring a "composed book" via inheritance/stealing:
- If both are from two non-dynastic writers or from two dynastic writers, the oldest one is preferred
- If one is from a dynastic writer and the other one is from a non-dynastic writer, the one by the dynastic writer is preferred
- If both are from two non-dynastic writers or from two dynastic writers, the oldest one is preferred
