Perhaps when you send a prisoner to the Wall there could be two options? In one option you spend the usual gold amount for their journey there, but now this is to ensure they can't desert along the way.
A new option would be to send them to the Wall but not spend any money on an escort. It's a risk but if the prisoner is honest/honorable/humble/just/content they are unlikely to desert.
So you can be cheap with say, Ramsay Snow, but he usually goes rogue if you send him. However if you spend the money on him he will be taken to the Wall without having the chance to run off first. Perhaps to compensate this option should cost a bit more.

I agree this would eliminate the annoying way that almost all high intrigue characters always escape.Also to make things more interesting instead of them having a chance to escape en route to the NW when they get paid higher to be escorted they should have a high chance to desert the NW and go north off the wall.
