Don't know if this is the right place to ask this but here goes; I'm trying to use the theocratic feudal government to create a playable papacy but can't seem to figure out how to get it to work. Every time I try it the papacy is still set to theocracy. Can someone from the mod team walk me through making this work? And followup, does the papal succession work with theocratic feudal government or not?

The Bearded Priests use the theocratic_feudal_government as defined in common\governments\feudal_governments.txt Various settings under it make it behave like a theocracy.
Their only valid succession law is set to succ_open_elective by blocking it for all the other forms.
So it's not a real theocracy, but it's a feudal government that gets some of the flavour of one.

So would it be possible to make a unique succession based on papal mechanics for the Priests?

Not while keeping them playable. The Conclave mechanics are tied to the Papacy, which in AGOT mod is used for The Seven. You could create another seven-like religion (like how vanilla has the Fraticelli cardinals and pope) but only as long as the religion head is a real theocracy - the cardinal system won't work otherwise.
