is there a way to enable High Admiral council position for the kingdoms of the north and the vale? not necessarily in game but even through text editing?

hi guys is there a way to enable High Admiral council position for the kingdoms of the north and the vale? not necessarily in game but even through text editing? It's kinda hard to code but it will be added as a feature in the new update of More Bloodlines which will be out soon  |
