I'm no good at Culture creation, but I figure this may intrigue someone, ever want to be a Targaryen in the north? Want First Man mechanics? But want to tame dragons? Then why not Northern Valyrian! This culture will make you loved by the Locals, tired of being disliked by your subjects? Then why not make a new culture!
Anyway, it struck me as strange for a member of House Stark and Targaryen to be stuck choosing a culture too, why not blend the two like the House Stark-Targaryen, so far my ideas for its name are
Northern Valyrian Half Valyrian Former Valyrian
New Valyrian
Modifiers could be be half that of High Valyrian, and it'd need to be in the First Man group or something, all of this at the modder's discretion of course.
For GFX I'd say Stark_gfx and High Valyrian Hair and eye colors

I actually kind of like this idea. And maybe add on to the existing bloodline created by jon that add's a positive opinion for other's who are the same culture.

Good idea, but de facto Northern Valyria culture already exists as Elyrian, Mantyrian and Tolosi cultures, so, at least the name have to be changed.

Make it like High Valyrian, only inheritable and purges random courtiers who receive it. Suvion, Valyrian for Ice apparently, from this Valyrian translator (I dont know the accuracy.) or just call it New Valyrian, for all intents and purposes its new... I'll think of something eventually.

I like this idea. One thing to hold over from Northman culture: the man who passes the sentence should swing the sword. That's definitely something Jon would pass down.
