Endless studying for a 3rd citadel link.

So, I started a new playthrough as a custom noble house in the Vale. Early on in my playthrough I had my character become a member of the citadel society, which sent him on a quest of studying every so often so as to earn links from the citadel. He earned his fair share of links and even achieved a specialization in warfare. Time came when he decided to go to the citadel to study for his 3rd warfare link. He has been there for almost two years. Is this intentional? Or is something not working properly?
