The amount of navigable rivers is currently somewhat imbalanced between Westeros and the rest of the world, and I think it would make sense to open some of the big ones in Yi Ti to navigation on their lower courses (I'd say those emptying in Asabhad, Yin and Fenqui, with the last one preferably going as far as the Bleeding Sea). The rivers emptying at Qev'rak (Ifeqevron), Zamettar (Sothoryos) and Asshai by the Shadow also look like good candidates.
Those ones were according to their lengths and climate, but along with them, we also know for a fact that the Skahazadhan sees some navy action in ADWD, so it would make sense to open it too, and it also makes sense for the White Knife to be navigable for a while since we know the Starks built the Wolf's Den to protect it from raiders. A good part of the North's trade flow also seems to sail it, and so did Queen Alysanne Targaryen; it is said to be navigable up to its rapids, which aren't precisely located but have to be before reaching Winterfell, as the rest of the way has to be done overland. Maybe it could go up to the King's Road province?
On the other hand, now, the Scourge and the Vaith seem to be a bit TOO much open to navigation: they don't have any visible unavigable part nor spring and it looks both weird and unrealistic. I think their navigable course should be reduced by half (not counting the Greenblood).
Also, since that's the case on the whole course of the Rhoyne, I think it would make sense to allow the building of ports on at least the lakes reachable by boats, which currently are the God's Eye at the springs of the Sarne (Dagger Lake being on the Rhoyne, it's already done), and would be joined by the Bleeding Sea should my suggestion be implemented .
