This is an exploit.
When you upgrade an holding (like a castle in a county), the odds for the castellan to improve it in a year depend on the level you upgrade the holding to (so it takes more time to upgrade from level 5 to level 6 than to level 0 to level 1) but if you start the upgrade of several sub-holdings, it will take the odds of the fastest-to-upgrade sub-holding and it will upgrade the main sub-holding first (I think if you only upgrade non-main sub-holdings, it randomly picks one). It can thus be exploited to upgrade your main holdings very quickly. Here's how:
- Stash up some gold (200g for level 1; 1,000g for level 2; 1,800g for level 3; 2,700g for level 4; 4,000 for level 5; 6,000 for level 6; or for upgrading an holding from level 0 to 6: 15,700g)
- Have a holding you want to upgrade which has a sub-holding at level 0 (you can build a city there if there's an empty slot to have a level 0 holding)
- Launch the upgrade of both the main holding and the sub-holding which is at level 0
- Put your castellan there, he will upgrade the main holding very quickly (< 1y if he's skilled)
- When the castellan has upgraded your main holding, pause the game, confirm the event so the upgrade is actually done, then, upgrade the main holding again to the next level and un-pause
If I were to recommend a fix to that exploit, I would recommend that the upgraded holding is always the one with the least level (so it matches the time to upgrade).
Also, this is unrelated but if I remember correctly, there is no way to upgrade baronies which are sworn to you but in counties you don't own.

- I suppose this bug probably occurred before 2.1 but I've not checked this assumption.
- I use 3 mods but I don't believe they have an impact on this bug, namely: "AGOT Holdings+", "AGOT Ghiscari Wars", "AGOTmusic".
