Reinstalling and clearing the caches fixed the problem. I suppose clearing the caches also fixed weird coat of arms being assigned all around.

Description
Played a game with Shattered Realms (95% ruins) on Westeros Only which started at 8000 AC. After ~220 years, many ruins are dying (at ~256 years old). Very often, an odd sequence of events follows:
- Ruin dies at 256 yo
- Human male character (probably a courtier from the ruin?) inherits the title (which results in him being raised to nobility with an house named "of [County's Name]" which makes tracking which ruin followed that sequence of events easier)
- A new ruin character is created to hold the ruin and replaces the courtier.. But its house is the High Septon house (and this results in all the ruins progressively being from the same house)
- All courtiers from the human-holder-period of the ruin seem to be asked to leave the ruin court, while new ones are spawned.
This results in many courtiers arriving in other counties courts.
Some years, as many ruins died, I had 100+ courtiers suddenly arriving in my court. This means a huge money hit because of the court size limit (no way) so I ask them all to leave which results in a huge prestige hit (-5 prestige per courtier)
A by-product of this bug and the ruins having children bug (because of lovers, I think?) is that after a while, there can be a character from the High Septon house (with contains all ruin characters) who stands to inherit from all ruins (because he doesn't have the ruin trait, he can inherit from ruins).
So, this courtier inherits from every dying ruin (including gold and dragon eggs when the game is set in an earlier time frame with many dragons). He quickly gets replaced by a new ruin character, because he's human, and randomly jumps court.

This courtier gets very rich, very quickly (thousands of gold), and one such character even had 40+ dragon eggs in my game.
When this guy dies, whoever stands to inherit is really a happy fellow. In my 95% ruins games, you could sometimes see kingdoms sprout all of a sudden because of this.
Of course, the player can still benefit from that by inviting this courtier (easy to find by looking at ruined counties inheritance chain), imprisoning him and exiling him. A minor temporary tyranny hit is always worth the thousands of gold.

- I suppose this bug probably occurred before 2.1 but I've not checked this assumption.
- I use 3 mods but I don't believe they have an impact on this bug, namely: "AGOT Holdings+", "AGOT Westeros Only", "AGOTmusic".
