In the lore and the books it is clearly stated that Harrenhal is the biggest castle in Westeros, but ingame it is only level 5 (max 6), whilst Riverrun which is in contrast described as not being that large at all is a whole wooping level 6.
If the reason why this is so is because if set to max castle level Harrenhal becomes too op and yields too much levy (which doesn't make sense if it is ruined and desolated), then it would be better if instead of setting the castle level to 5 (which is very immersion breaking) we were to just modify the special "Harrenhal" building to add certain levy malus modifiers, which would then get removed/changed if the castle were to be rebuilt/restored.
Regarding Riverrun, it should, with all due fairness, be downgraded to a level 4 castle. In the books it is described as being pretty unimpressive sizewise and hence should not be able to field as many troops. If you think about it, it makes much more sense lorewise for the Tully's to have a pretty weak castle when compared to the other lord paramounts, since they didn't luck out to inherit a big castle from their royal predecessors like the other umjumped by the Targs LP houses did (Tyrells getting Highgarden,Baratheons Storm's end) and their home castle wasn't as large at the time because when they were building it they weren't LP/King tier rulers and thus didn't have as much power/resources to make it grandiose like the ex royalty LPs did with their home castles (Arryns, Starks, Lannisters). Changing Riverrun to level 4 would also underline how the Tullys more relied on diplomacy and fair rule to maintain their power, instead of a large castle they could flee to any time when they were threatened.But to compensate for the lack of fort level Riverrun should also get a special "RIverrun" building as well, in order to underline how hard it is to siege based on its special dislocation on the river fords. Another argument for nerfing Riverrun is that during Aegons conquest, Aegon giving the Riverlands to the Tullys is primarily attributed to the sole fact that they were the first to turncoat and join the Targs, I am pretty sure that this fact implies that the Tullys weren't much more powerfull than the other greatish houses of the trident (Mallisters, Freys, Vances, Pipers ,etc) and hence shouldn't be able to field more than the rest, from their heartlands/home domains alone.
Solution: Set Harrenhal to lvl. 6 castle with a big levy malus modifier when ruin (which gets removed upon repairment). Set Riverrun to lvl. 4 castle and add a special "Riverrun" building to it which will make up the fort level loss.
