i am high lord of elyria and high valyrian culture with valyrian religion i was able to use this cb till i reformed religion then after i was unable to use this cb and did not choose looting as a doctrine so unsure why this does not work? i am also using four doctrines sub mod and would pick looting but i don't want to also have to pick seabound.
