Counties Missing the Kingsroad Modifier

playing as Aegon the conqueror i  did the intrigue event to build the kingsroad, everything was going well until i noticed a little too late in the development that the kingsroad to the trident is incomplete, there are no kingsroad modifiers in the counties of Hayford and Edgerton, all the other roads on the trident are fine just those two are missing with is odd to say the least

so is there a way to fix this ?
maybe console command to force those modifiers to appear ?
i cant go back to a previous save so i out of ideas
