I am trying to add a bloodline for a personal dynasty but I am having some problems, the bloodline modding wiki seems really bare. I was wondering if someone could please explain how to make it so members of a bloodline are more likely to receive certain traits? Thanks in advanced.

Download More Bloodlines - look in the events folder and look in the on actions file in common

Can I just check I understand the on_actions part? If i write the following code on_yearly_pulse = { random_events = { 100 = my_event.1 } } }
does that mean that every year there is a 1% chance that my_event.1 fires?

It's 100%
random_events blocks are similar to random_list, technically they are the same, with fewer modifiers/factors.
To add the traits it will suffice changing the weightings, like 5-10 less likely, and 100 more likely. As a fallback for not adding a trait use 1000 = 0
0.45-0.9% and 9% chances
