That'd be a lot of work, but not impossible. for instance i turned Kingslander culture into Vanilla Georgian culture, though it took me a bit. Though unfortunately i don't have the time nor patience to give you a full Tutorial on it, but there are plenty of sources which you can use. (Which i used)
This : ck2.paradoxwikis.com/Culture_modding and www.youtube.com/watch?v=Vg5QL0E9Ibo this is all you need. once you get the hang of things, it becomes simple. Also if you're not into building a culture from the scratch and wanna replace one of the existing ones, just follow the instructions and replace names/patronyms/culture name and etc.
PS, oh and if you're planning on editing an existing culture, beware that custom dynasty names will still be ASOIAF names. unless you edit them too, which if you will, they'll lose their Unique Coat of arms, and you'll need to know how to mod GFX for that too. so i'll just advise that you don't touch Dynasties in that case.
