There are some 400 Ironborn captains as seen in the Ironborn council for the invasion of North. Individual captains, despite not having land, can vote in the Kingsmoot.
Suggestion; Give Ironborn courtiers a trait that they can acquire(through a decision, costing coin), "longship" that allow them to vote in kingsmoot. Another way would be allowing them to have ship artifacts, if that can be used to allow a vote as well. Having a longship artifact should cost a sum of gold as well, but should also have a small monthly gold gain, to simulate fishing and/or trading.
