Give back the Wall... or not

This adds a refusal option to the event that asks for the Wall to be returned, if this ends up in other hands.

Option A is the old one where it will be returned to the Night's Watch in full, with some AI logic added to make the North a bit less likely to want to do so. Wildlings or Night's Watch deserters cannot choose this option.

Option B is a new option where the Wall is returned, except for the New Gift. The logic behind adding this option is that the New Gift was forcefully taken from the North by the Targaryens, and they protested it at the time. If chosen, the New Gift becomes part of the High Lordship of the Northclans and is renamed back to North Road, its old name. Wildlings or Night's Watch deserters cannot choose this option.

This option will be seen as legal and the current holder will never be asked to give the New Gift (back) to the Night's Watch, but his or her heirs may be asked. It will also anger the Night's Watch.

Option C is the greedy option and the only one available to Wildlings or Night's Watch deserters. It will take the entire Wall, rename and change de jure for The New Gift as in option B. After 10 years, the event to return it will pop up again - but nothing is protecting the holder from other attempts to reclaim it. It will also infuriate the Night's Watch.
