Throughout the history of Westeros we have seen many lords and ladies sworn to other houses brought in to serve the Iron Throne in varying capacities, these include famous (Lyman Beesbury, Manfryd Redwyne, Jasper Wylde, Torrhen Manderly, Jon Connington etc), and infamous (Unwin Peake, Otto Hightower, Larys Strong, Petyr Baelish to name but a few).
There should be a decision. possible involved with Royal Progresses or some such, to move an able or powerful lord directly under your vassalage and put them on the council. This would be temporary (possibly giving them a choice during war) until you dismiss them or they die. Their liege should probably be asked first via event, with the AI generally saying "yes", but the player being able to say no if they do not want to lose a councillor or vassal. An event to join wars during an invasion of say, Wildlings, would mean that the counsellor would still be able to support their liegelord in conflicts not involving the Iron Throne.
The mod currently simulates this by placing certain lords under the Iron Throne, but it's difficult to replicate without incurring tyranny. This is a lore friendly idea that simulates the King finding the ablest and best in the realm, or those who share their cruelty and greed.
