Titles not so good but, here I go. A simple request, we have a high lordship creation rule that requires you to hold lands in it. Expand on that rule by also making it neccesary to be independent.
Reason behind this idea comes from the map suggestions so increasing the vassal limit would also be good. Since we can't up a tier some of the from HLs to LPs, this could be another way to show how powerful some of these houses are by giving them lands in several duchies while at the same time preventing them from spawning more duchies that other vassals will ask to be removed. This will also allow to better represent the loss of land as punishment.
So for example say, Peakes at the peak of their power will have 5 vassal counties under their dominion with their own highlord ship having 3 counties, 2 of them vassals and 1 their own and the remaining 3 could be from 2 different HLs, A and B, with 3 counties each. Peakes own A1 and B1 and have A2 as their vassals and lords of A3 and B2 are vassals to some other highlords and B3 is vassal to Gardeners/Tyrells. When say they rebel and lose, they can lose the vassalage of A2 and the ownership of A1 without losing any land in their own HL, therefore, they both get to be still a HL, despite being weakened and no ridiculous -25 opinion penalty for vassals retracted from de Jure lands.
