[sub-mod] Devour your prisoner (and steal his bloodline)

Re-enables the 'Devour Prisoner' decision from vanilla for eligible characters, and adds the chance to get any non-dynastic Bloodline from your victim if magic is in the world.

Eligible characters are cannibals, animals like bears, and other characters that would be able to eat people in the first place like the Wildling clans.

I've also modified the existing cannibal events to give the same possibility of getting the bloodline.
