if you have dragonpit in your holding you can choose who can tamed a dragon not a random courtesan, dragons are a powerful weapon y and you most to choose wisely who can use it well

Drogon proved it in the final of Season 8, demonstrating how he hated feudalism by burning the throne, then took his mom and got away to honor her in the Valyrian ways! All joking aside Nettles in the Dance kind of proves that dragons care who hides them as much as horses do, she just feed Sheepstealer some sheep for a time and the dragon was like "Ok You are cool." Oakenfist scars in the other end shows a dragon can choose someone with (Maybe) no dragon blood ratter than a dragon seed. So yes galrun is right. The Dragon choose the rider, but the lord of the Dragon Pit pick who the dragon can choose.

Come on now! Debatable? Drogon proved it in the final of Season 8, demonstrating how he hated feudalism by burning the throne, then took his mom and got away to honor her in the Valyrian ways! Yes i got that, the first phrase in my post was a reference to the near near human levels of intelligence that was demonstrated in the show, as a joke, and my second was pointing out that from what we get in the books they "Chossing of the rider" is more in the lines of a horse level of intelligence than a human.
