I was watching an ASOIAF theory video just recently, and one of the things it discussed was Ned Stark apparently having a plan (before the events of the series took off) to make Jon Snow (and perhaps some other younger sons of northern lords) a Lord in the Gift, in order to encourage settlement to the area and help out the Night's Watch...as such, it occurs to me that this could be something implemented into the game as a decision/event combination for Ned Stark; if chosen, Jon Snow (or perhaps a different character) gets made Lord of the Gift, which becomes independent, but has the Night's Watch as its suzerain, or something like that?

He mentioned no plans to make Jon a lord specifically (would be a pretty big insult to his vassal lords if he overlooked all of them and their non-inheriting trueborn sons in favor of his own bastard), but he did talk about persuading the Night's Watch to give up some of that land for creating new lords.

Well, that makes it easier, I guess; it could be any non-inheriting noble son with no land! Although I'm guessing there might need to be something else added to it so that it doesn't just fire in every game...I mean, what's the disadvantage in boosting manpower in the Gift when the Others draw near? Methinks there could be a tradeoff, so the area gets manpower, but perhaps it risks antagonising relations with the Wildlings further down the line? Or...since the nobles here are just supplying the Night's Watch rather than following their laws, there'd be nothing to stop them from getting involved in a conflict down south; especially if their family is involved, so I guess there's a chance they might end up losing resources to this?

So make the gift turn into an event driven title like the prince of pentos? Generally to build it up you need population to move from elsewhere so you could have it cost a fair amount of gold and require sacrificing levels of castle in order to build up the gift initially as you strongly encourage rapid colonization by driving droves of people to migrate.

If you look at the history of the New Gift, it makes sense for the Starks to want it back. 'Good' Queen Alysanne, wife of Jaehaerys I, got her husband to take the land from the North against the will of the Starks and give it to the Wall. The Stark's objection that the Night Watch would basically ignore the land and cause it to remain undeveloped turned out to be true. It's one reason why I have modded the event to return Nightwatch lands so that a ruler of the North has the option to refuse and restore it to Stark rule

Not yet, its just one of many edits I made to my game. I'll try to get it working with the base mod and then I'll upload it.
My game is pretty heavily modded, I have stuff like NW edits, colonizable Valyria, an expanded east Essos, First Night potentially triggering on all weddings, the Isle of Faces being playable, etc. so ripping out one part isn't that simple.

Thousand Islands is three provinces, Mossovy has people, and I'm mostly there with getting raiders in the Grey Waste working like I want (fake Wildlings). I got distracted by the Westeros map edit though so it's unfinished.
