As the title says is it just me, or do the special buildings not seem to do anything? I don't seem to notice vassal opinion improvement when applicable, or a prestige boost.
I also can't help but appreciate being able to flay your enemies as the Boltons and keep their skins for a prestige and fear boost. Is there any other content unique to them? Does the dark room of the Dreadfort do anything? In the lore there's mention of Bolton lords fashioning cloaks from the skins of their enemies, and in one particularly terrible example an entire pavilion; I think it would be cool if you could craft some capes, clothing (a nice supple pair of boots anyone? maybe some gloves that fit like a glove?), tents, banners, what have you once you collect enough flesh. Of course, openly displaying/equipping such horrific creations would no doubt cause a bit of trouble if you have a liege, so all the more reason to go your own Red Kingdom. Maybe also only grant a "flayed skin of" artifact when you flay a highborn, as opposed to just some commander you capture in battle or lowborn you abduct; this would make it a bit more of a challenge to piece together a fashionable article of skin clothing. If you wanted to take it a step further, you could also have the crafted artifact provide a strong opinion malus with the dynasty of the flayed if possible, as I wouldn't expect anyone to be happy seeing their loved one's face being used as a hood.

Having things like that bring more unique things to each house would be very beneficial to making each house distinct. I often play as the Manderlys and is quite sad that there is no Silver Mine in any of their controlled territory (there is no direct book sourse for there being one, but it is implied.). Or maybe finding mates in wilding lands for ladies of house Mormont, now, that would be something!

A little off topic, maybe someone has already written, but still. Maybe it is worth adding skinning? (and not only for Boltons)? And cutting tongue (Not only for Lannisters.)
For the first one, you can simply add a new race of walkers (painted red and with small stumps for the nose) appears on victims after execution. The second can be made similar to castration (Target gets trait, after choosing decision).
These are the most recognizable tortures of the series (meaning of those that are not directly related to the plot), moreover, they are not so difficult to implement. Plus, the fact that Ilyn Payne has a lisp is not only unreliable, but also will be passed on to the genes to his children.
