Just like there's a rule for unrestricted raiding there oughtta be a rule for unrestricted river movement. It'd be fun to turn the God's Eye into a naval power, for example. Making it easier to ship troops between the sides of the continent might have interesting effects in westeros warfare, too.

Personally I have wondered a long time more in CK2 how a province can be next to a major river that can send scores of blood thirsty raiders your way, but you can't build yourself even a trade harbor or river boats to transfer your own troops...
Thus I tend to agree on this one and usually myself just add the "river_movement=yes" line to all but the most landlocked or faraway barbarian faiths that wouldn't benefit of it or it wouldn't make sense anyways....
