The requirements should also allow for a character of High Valyrian culture, Valyrian culture group, and/or the Valyrian faith to be put into this position. It's a bit silly that if I build a new Valyrian empire I have to import my magical courtier from any non-valyrian in Essos. It's a super easy fix, too.
