I want to imprison a known murderer and can't without incurring tyranny so that needs to change. Also, I had a Lord Paramount imprison a son of one of his lords and chose the lord as his champion, giving the kid the kinslayer trait. That's fair, but the LP didn't incur any tyranny/ dishonour for his actions and should....

A known murderer i'm not sure... If he killed someone in the Stormlands and then fled to Essos, you as an Essosi ruler shouldn't be able to imprison him.
But i get what you mean, if a plot succeeds in your court and the guy is still in your court, there should be a mecanism to trial (current system is way too risky with depressive and stressed) and imprison him/her
Second idea sounds nice too
