A quick search on the Riverland houses on AWOIAF and you will find in the pages of House Frey, Blackwood and Bracken that 'They rule over wider domains and can field a much larger army than their overlord of House Tully' right in the introduction.
It's not outright mentioned but intuitively Seagard and Harrenhal should be able to field more troops as well in that case.
House Tully was never meant to be a strong house even before Aegon's Conquest and it makes no sense that Riverrun is the only Riverland castle of tier 6.
A lore-following way to do it could be to have Harrenhal be tier 6, the Twins and Seagard tier 5, Stone Hedge, Raventree and Riverrun tier 4. That would also make House Tully harder to control its vassal which was the actual situation presented in the books.

Ok so riverrun is a weak DEMENSE in terms of the troops it can field but the CASTLE itself is high impregnable. It should have a very had GH fort level - its issue is its has few local levies NOT that the castle itself is super hat to take

If it's only a fort level problem then you may very well just give a custom building that adds it.

Well we could just give Riverrun a special building giving it some extra fort level in that case, instead of making it overtly OP castle which is larger that Harenhall for some reason.
