A potential use for great works - reforms not buildings

I had a thought for a potential use for great works, given the obvious issue of them being solely for the top liege preventing them being used for the many buildings of westeros, but the fact that there is currently a button in the UI and a fair amount of functionality going unused.
Basically there is nothing about the set up of Great Works that limits them to buildings, the premise is a multi generational project that takes considerable investment and you can choose unique features. As a result I was thinking a potential "Reform Package" system could be quite interesting in this regard, so kinda like laws but separate, so you go into your capital (code it so that great works can only be built in the capital province to prevent multiple simultaneous reform projects) and begin your great reform projects, and you basically set yourself down the path of doing a Justinian, codifying your laws, educating your people etc. Along the way you get to choose which features you want your legal reforms to have - do you want greater freedom for the peasantry (giving you a financial boost but an opinion penalty with feudal vassals who don't like their serfs being uppity), are you a tyrant and therefore you choose to keep the legal system very arbitrary and entirely in your control, letting you arrest anyone but having more frequent rebellions. Reform packages often took decades in the medieval period (one of my uni tutors basically spent an entire term on the reform projects of the Norman and Angevin Kings lol) obviouslt there is some overlap with the laws, but I think this would have the potential to be quite nuanced, especially as things such as the codification and values of the legal system are not the same thing as the degree of centralisation, ie you could have a kingdom with very high realm authority and ruled with a very transparent legal system vs a kingdom with the same level of realm authority but a very arbitrary justice system. The system I propose could also draw upon existing events, as you use your autocratic power to intimidate vassals as you can currently do with spikes on your great works etc
