I can't quite grasp what exactly the tooltip is saying in the bloodlines, I mean I'm not ignorant but I guess I'm just not understanding exactly.
Is there a way I can get another bloodline into MY dynasty, as in a heir I will eventually play?

Most bloodlines can be passed on to children (not bastards, unless otherwise stated) from their mother if she is in a matrilineal marriage. Males pass down their bloodline (not bastards, unless otherwise stated) no matter what marriage they are in. If your heir is female, marry her matrilineally to a male of the bloodline you want. Otherwise marry another female member of your dynasty matrilineally to a male of the bloodline you want. Then that bloodline will be passed down onto their kids. Then at that time if your heir is female, marry her to one of the sons (if they have any) from that marriage. If your heir is male, marry him matrilineally to a daughter (if they have any) from that marriage.

It seems like OP might be asking how to actually add bloodlines in, such as those that are extinct (if you're using the more bloodlines mod, there are a LOT of awesome ones that are gone by the time of ACoK, especially some amazing Targ ones). I know some have events you can force, but I don't know the codes for anything in this overhaul.
