Just saying maybe we should have 8 merchant republic in valyria, and then a government type that elect the leader among the 8 current leaders of the merchant republics

I believe it can be done via giving the house leader to another house member after the current leader get elected as the leader of valyria You are right tho, it indeed need a bit of tweaking like the volantis or three daughter government type |

Having that many merchant republics would cause some other slight issues as was mentioned. Though having it be an electoral system like volantis would be more sensible. Possibly have a modifier or trait to represent "Dragonlord" status so that it can be passed on to various members to maintain the number in politics.
