i suggest them to become high lord in replacing of westerling because westerling were in decline anf tarbeck were equal to reynes.

There is problem concerning lack of space in the area, Martin decided to place too many houses nearby: Banefort, Westerling, Reyne and Tarbeck. If we found a workaround, Tarbecks surely deserve high lordship, in Fire and Blood they seemed quite important, being even mentioned more often than Reynes.

i propose to drop westerlings as high lords and replace them by tarbeck. but ty given tarbeck hallis south of castamere that would create some awful bordergore - also I'd note having feudal authority =/= military or financial power- the westerlings being nominal high lords is not incompatible with them being a faded house

Just wondering, but why are the Westerlings High Lords? I thought they were merchants that got elevated in the last couple of generations.

You're thinking of House Spicer who married into the Westerlings, the Westerlings are ancient, dating back to the Age of Heroes where they may even have ruled as kings before being absorbed by House Lannister, they also provided brides for a number of Kings of the Rock. Their issue is for the past few generations their mines have run out leaving them broke, forcing them to marry merchants for the dowries
