i recommand to upgrade house roxton and fossoway because the gardeners and tyrells drop their high lorship because they have too much vassals. thoses house seem more power ful than a county.

House Roxton was relevant only once in entire series, I don't think they are very powerful.

I'm guessing Unwin Peake takes it after the death of Bold Jon Roxton which probably left House Roxton with a child ruler, reducing its power. Peake probably said he was safeguarding it till the Roxton heir came of age and maybe even took him as a ward.
