Tax is a integral part of your realm. As it is now collection of it is pretty much not an hands on assignment.
When a vassal has a negative oppinion of you, they dont contribute with taxes anymore. My suggestion is that you could get a option to enforce this taxation by 1. diplomacy 2. force.
If a vassal doesn't pay. You could have a decision to start an event to confront a vassal and/or all of the none paying ones joint.
1.diplomacy: you could have different options like
a) Ask them b)you try to negoitiate it. c)oblige them by law
if you fail you have a cooldown, and can not try this again for a couple of years. and/or you may have a your vassal opinion lowered -5/-10
It could also lead to loss of prestige and standing within your realm or lordship.
2.intimidation
a) send a letter b)"random" messenger c) close family member, council member, friend
the higher level of intimidation, the higher chance of both negative and positive outcomes.
3.confrontation
a)send a small envoy maybe including yourself b)Show of force - send a military force maybe including yourself to "scare" them c). Ultimatum - Send a letter or go with a military force demanding payment "or else!"
this could succed or fail with different outcomes. like negative opinions, rivalry, blood feuds (rare).
Hand to hand combat could occour if the confrontation escalates and maybe have dynasty members,bodyguards, courtiers/council members injured or killed.
If things escalate further it could ultimately result in war, whereas a megawar is triggered or maybe all the tax evading houses stick together against your "tyrannical" means of force.
Something in the spirit of this?
I believe this could add much to the gameplay in peacetime.
