I think this modifier ought to apply to several counties in the North as well as the Stormlands. Winterfell and its immediate vassals (King's Course, Castle Cerwyn, Torrhen's Square), Hornwood, Last Hearth and its vassals, possibly Bear Island and the counties in the Wolfswood. After all the North had lots of its men butchered at the Red Wedding and the Umbers complain that all they have left are green boys and old men. Now, the Stormlanders also suffered greatly at the Black Water so at least some counties there should be nerfed for the AFFC bookmark? It would also keep things balanced for the War in the North as neither Roose nor Stannis can call upon the full strength of their respective "Kingdoms".
