So I noticed in the law section, Summer Islanders can be cognatic -- makes sense, since their two brief leaders under unified rule were both women, and female ship captains and mistresses of brothels, etc. are very common.
However, their laws are still automatically agnatic-cognatic senority in the start dates, as far as I can tell. If they are considered a cognatic culture, then perhaps all the titles in the Summer Islands should be set to absolute cognatic seniority too?
A few more female rulers in the history files would be nice too, but of course I know that's a bit more work.
