I know raiding is typically only done by specific cultures/religious groups in the setting. That said, The Mountain engages in raiding at the orders of Tywin Lannister. If its possible could characters with the ruthless trait be made able to raid? The risk of doing so could incur the wrath of your liege (if your liege is not also ruthless) and your lawful imprisonment.

Maybe it should be an event that pops up if you are leading an army? Lose piety if you do it, gain some gold (small chance of low level artifact?), and incur an opinion malus from the Lord of the province you raided. They might be able to petition the king or your mutual liege for redress, though.
