The Ruthless trait generally gives -10 opinion for everybody, but it gives only -8 in the case of Drowned God and/or Ironborn, while only -5 with the Dothraki.
Considering the whole story behind them, pirates should get at least -8 just like the drowned maniacs of Westeros (I have been playing a lot of pirates recently and stacking up malicious traits just has me hated by everybody; the fear isn't that easy to accumulate when you're a tiny lord, nor does it make councilors vote for your law changes; I'm a ruthless pirate captain everyone despised due to use of slavery and occasional cruelty).
Having said that, is there any way to easily implement the Respect into voting for law changes? I am pretty sure councilors that are literally afraid I'll take their eyes or testicles would without doubt be yes-men.
