This suggestion is pretty counter-canon. Would it be possible to use the game's crusade mechanic to spawn a crusade for Andalos? The idea is that in scenarios where a Westerosi Mega War has lasted a long time and has no end in sight; e.g it's been going on for 5/10 years and neither side has more than 50% warscore, the High Septon can rally the Faith Militant (if it exists) and pious/zealous unlanded noble Faith of the Seven characters to go and establish the Kingdom of Andalos. I think it would provide a bit of a shakeup to Free Cities gameplay to have a united Andalos (which I envision would have sizeable event troops and potentially even CBs for old Andal territories) while making use of the existing crusade mechanic.
Another thing that I feel would have to go along with this would be a change of the culture of Andalos as it stands. I personally have never liked the presence of 'Andal' culture Lords in Essos since my understanding of the lore is that pretty much all of the Andals fled to Westeros. In any case, the few that stayed and somehow weren't enslaved or killed by the Valyrians would've been quickly subsumed by their neighbours and their culture would've disappeared. To my mind it would make more sense to have the counties in Andalos controlled by generic Pentoshi/Braavosi/Norvoshi characters.
