Most of the game I play the Iron Throne is going to annex some of the Basilisk Island. They're quite far from Westeros and in The World of Ice and Fire is said that sometimes the Free Cities organize expedition to burn down the pirate towns there, but nobody ever conquers them with the intent of developing the land or colonize them.
It's not possible to make pirate islands far away less interesting to conquer?
