Would it be possible for you as a liege to suggest betrothals/marriages? In F&B its mentioned that Rhaenys and Visenya did so, to foster peace and tie the lords of the realm together. It would also be useful when you have landed kinsmen whose kids you can't arrange marriages and betrothals for. I see too many dynasties dying out because AI makes stupid matches or weds lowborns so this could help as well. There needs to be some balance so you don't have players abusing it by suggesting AI marries 50yr olds who can't conceive, or betrothes to 30yr olds who will be 45 once the boy reaches maturity.

It's not possible in the game engine for you to control marriages of people not in your court.

Is it not possible to add diplomatic interaction? Or mark characters to set an event flag for them that prompts their liege's (if they are under the IT) to betroth/marry?

Not really and it would be super gamey if it could be done, you are not supposed to be able to control other players dynasties like that.
If it's what you want to do for RP purposes, the simplest way would be to pause the game, console switch to the LP and set up the marriage/betrothal and then console switch back to the Iron Throne.

I think I saw somewhere (this mod? a submod for this mod?) the "Force marriage" thing, where you would mark an NPC and then mark another NPC to force-marry them. Maybe it could be modded in some way to make it a betrothal and if the lieges of both parties likes you and each other well enough they would agree or disagree, and if they do, then it changes to marriages, and if they don't then betrothal is broken up?
