Northern players fighting a war during winter should have a high chance of getting event troops like the Winter Wolves. They should mostly be light horse I think but perhaps also some bowmen to represent the winter humy culture.

There was a discussion on this topic a few months ago - I definitely think some kind of mechanic for it should be implemented - another option someone suggested is that in winter the northern counties get a +10% levy modifier but a large tax penalty
