Normally, child characters have personality traits added in the history files automatically removed when the game starts. However, disallow_random_traits appears to suppress this. This leads to a fair few cases of jarringly developed infants (sure, Maegor was a nasty piece of work, but was he really a ruthless, cruel, deceitful, wroth torturer on the day of his birth?).
My suggestion is that characters with disallow_random_traits should have their personality traits added over the course of their youth, rather than all at once. If there is interest in implementing this, I would be happy to compile a list of characters that need adjustment, or to make the adjustments myself and upload the modified history files.

Hm, is it a bug though? It seems to me to be in the spirit of what disallow_random_traits is supposed to do, in giving the modder full control over a character's traits even when that character is a child. At the least, if Paradox were to 'fix' this I would hope that they would add an additional history command accomplishing the same thing for modders that do want that functionality (maybe split the command into disallow_random_traits_adult and disallow_random_traits_child or something like that).
EDIT: It also seems desirable to have child characters gradually develop into the characters they are in canon over time, rather than just start out as complete blank slates until age 12. Just for one obvious example, most of the Stark children were <12y age in the books, and they had well-defined personalities.
EDIT2: To use Maegor as an example again, if Paradox were to 'fix' this you'd have the case where if you were to set the start date to one day before he turns 12 he'd be a blank slate with random childhood traits while if you were to set it one day later he'd have a full complement of specific personality traits. This doesn't seem any better than the current status quo. By contrast, you could have it so that at birth he's a blank slate, at age 4 he's wroth, at age 6 he's deceitful and at age 8 he's cruel and ruthless (chose age 8 for these specifically as he canonically exhibited some rather psychopathic behavior at this age). Depending on when you start, you get a character who has started to develop into the sort of person he later becomes, but for whom there is still room to develop in another direction. This seems much more interesting from both a flavor and gameplay perspective than either alternative.

That makes sense, I hadn't thought of those implications. Seeing that is the case if you would you like to alter the relevent character entries it would be much appreciated!
