1) Dragons should accumulate fearsome reputation from each successful deployment and dragon execution. - Prestige alone would not work for this purpose since beautiful dragons generate prestige as well. - Unlike human fear, this does not decay. If you have a living Balerion 9 generations down, his past reputation alone continues to strike fear in everyone.
The fear value of all tamed dragons within your court adds to your fear value so you do not have to always spam mutilations like Ramsay Bolton to build fear if you're a successful dragon rider.
2) Add/augment existing events where flavor text about dragons are appropriate.
Include fluff dialogue references to dragons, where the variable will always refer to a random top 3 most prestigious dragon currently in the world. For example, a tourney/duel could refer to someone's ferocity is not unlike Vhagar's.
3) Arbitrary, non-just, non-honorable, non-kind rulers have the option during trial by combat to say "He can duel my dragon." and incur tyranny while also increasing fear.
It will still be a real duel with the dragon so a skilled and lucky defendant could still emerge as a dragonslayer.
4) If not already the case, lunatic dragon riders might appoint their dragon as master of arms or captain of the houseguards etc., with associated terrifying/humorous events.
5) Go on a journey abroad with a dragon. - Spread fear and awe of your dynasty/realm and perhaps have an epic adventure?

I agree with all of this except duelling the dragon, even Maegor the Cruel let trials by combat occur human vs human, trials by combat are pretty sacred to Westerosi and the only time that springs to mind that the basic principle wasn't upheld was Aerys getting Rickard Stark to fight fire, which played a large part in turning half of Westeros against him and making Robert's rebellion actually viable, I'd say it should only be an option if the king is a lunatic as even a non just but sane king would know that it pretty much on a level with kinslaying and guest right as a sacred taboo and the tyranny increase should be very high to reflect the scale of what was being done as it basically upends the justice system of the seven kingdoms

yes please to everything I just read. I mean it definitely would make sense with some of the flavor events. For example if you wished to go on a foreign tour or set out on an expedition/hunt for a valyrian sword you're given the option to buy/build a boat/use your existing warship if you have one already... why not add the option to fly off on your dragon to go visit random places and have additional prestige/events and decisions based on that?
