Whenever I'm playing as a Dragonlord in the pre-Doom submods, I've noticed the Kingdom of Valyria exists as a title held by the Archon of Valyria. This isn't an issue when someone holds both titles, but the AI tends to give away the Kingdom of Valyria to a vassal (with the Grant Province of Valyria decision or by a vassal requesting the title), which leads to at least half of the Valyrian peninsula being held by one character. This isn't gamebreaking like it would be if the same thing happened in Westeros, since the dragons mean everyone can still competitively fight and the Freehold has multiple Kingdoms in it, but it does look really bad and disconnects the imperial title of Valyria and the kingdom title of Valyria from each other, with the Kingdom of Valyria being treated the same as the Kingdom of Meereen or Astapor.
As such, I'd suggest having it so the Kingdom of Valyria (and possibly the Lands of the Long Summer too, which currently can't be created but can be granted or requested through decisions and so usually ends up the same way) cannot be created or granted if someone holds the empire-tier Valyria title, as in Westeros where the King of the Reach (e_tier) can't create or grant someone else the Kingdom of the Reach (k_tier). I'd also suggest k_valyria being removed from the starting Archons of Valyria who hold it in the bookmarks.
