Add some more cultures, simple as that!
North has the most cultures in Westeros; hill clansmen, northmen, skagosi, crannogmen, former southron.
Dorne comes second with Rhoynar and Salt, Sand, Stone Dornishes but other regions have only one culture except Vale with Sisterman.
I suggest adding more cultures to Westeros.
Some cultures that immediafely come to mind from the books are Marchet culture for Dornish marchers; Peake, Tarly, Hunt, Caron, Dondarrion, Swann, Selmy.
Wolfswood clansmen
Some I will propose myself as it makes somd sense
Krakenmen for Cape Kraken(close to Ironborn in blood)
Fingermen for fingers.
Orphan if it isn't already present.
Dornish Nomad because there are some nomads in the deserts of Dorne.
Rainwood men for some on Capewrath as people libe there also and it's a different geography than most of stormlands.

Would you make a uniform marcher culture, or split between Storm marcher and Reach marcher?
I would also suggest perhaps a culture encompassing Oldtown (the whole duchy) and the Arbor. Unsure of a name, perhaps something to do with the Honeywine.
Fingermen is definitely another one I've considered for some time. They seem to be rather more rural/pastoral than the rest of the Vale.

A single culture I guess.
I would have made two if culture wasn't "two step" and had 3 say for example Crannogman is a branch of the northmam culture which itself is a major branch of first man culture. So then with marchers it would be Andal, Marcher, Reach marcher.

Definitely think a marcher culture should be brought in. Though I am not sure about any others. The other Kingdoms outside of Dorne and the North seem to have a largely unified culture. The North and Dorne make sense why they have the most cultures. For the Dornish it was due to them not being unified for so long (also thought the desert nomads were the sand dornish), and the North being so large and with a smaller, more dispersed population allowed for local customs and cultures to continue. Where as in say the Westerlands or the Reach they had enough central power, mixing, and movement that the isolated cultures were absorbed by the larger more generic Reachmen or Westerlander cultures. On the topic of cultures though there should not be any andal culture in Essos still, similar reasons as to why there should not be the faith in Essos. Oh, and also, I have modded this for me, but Crownlander culture should spread more over the centuries of Targaryen rule.
